The National Transport and Safety Authority (NTSA) has unveiled new regulations designed to enhance safety standards for commercial service vehicles.
These measures, outlined in the draft NTSA (Operation of Commercial Service Vehicles) Regulations, 2025, aim to safeguard passengers and improve road safety across Kenya.
Under the proposed rules, all commercial vehicles must have at least third-party insurance coverage to provide financial protection in the event of accidents.
Additionally, operators are required to obtain a valid vehicle inspection certificate to confirm their vehicles are roadworthy and safe for use.
To address the issue of speeding, the regulations mandate the installation of speed limiters that comply with standards set by the Kenya Bureau of Standards (KEBS). These devices are intended to curb excessive speeding and reduce the risk of accidents.
Commercial vehicles will also need to be equipped with a vehicular telematics system that meets KEBS specifications. This technology will enable real-time monitoring of vehicle performance and ensure adherence to safety protocols.
To improve visibility, especially at night, the regulations require commercial vehicles to display retro-reflective contour markings at least two inches wide. This measure is expected to help prevent collisions by making vehicles more noticeable on the road.
In terms of emergency preparedness, all commercial vehicles must carry a fully functional fire extinguisher that is easily accessible and well-maintained.
They must also be stocked with a first aid kit capable of handling minor medical emergencies.
Additionally, the regulations call for the installation of underride protection devices on the rear and sides of vehicles, where applicable, in line with KEBS standards.
These devices are designed to prevent smaller vehicles from sliding underneath larger ones during collisions, reducing the severity of accidents.
These comprehensive measures underscore NTSA’s commitment to raising road safety standards and protecting passengers.
By enforcing these requirements, the authority aims to reduce accidents and create a safer transportation environment nationwide.
